Irvin Lucks
Mr. Lucks, founding partner of the firm in 1982, earned his Juris Doctor degree from Loyola University School of Law and a Bachelor of Arts degree from the University of California, Los Angeles. He has over 50 years of trial experience representing employers and insurance companies in the areas of workers' compensation, employer practices, human resources issues, and the Americans with Disabilities Act. Mr. Lucks has lectured widely to employers and insurance companies regarding the interplay of workers' compensation, employer practices, and ADA issues. Mr. Lucks is the managing partner of the firm. He is a Certified Specialist in Workers' compensation Law, a member of the Workers' compensation Defense Attorneys Association, the Los Angeles County Bar Association, and the Workers' compensation Section of the California State Bar.

Mark Stephens
Mr. Stephens is the managing partner of our Los Angeles county office. Mr. Stephens received his Juris Doctor degree from Loyola Law School of Los Angeles in 2005. Mr. Stephens began working for the firm as a calendar clerk in the Central Coast office shortly after graduating from Westmont College in 2001 with a B.S. in Psychology. He continued to work with Tobin·Lucks throughout his law school career, with the exception of the time he spent at Fordham Law School in New York City. Mr. Stephens has passed both the New York and California Bar exams. Mr. Stephens is a Certified Specialist in Workers' compensation Law.

Leeron Volk is the Managing Partner of the Los Angeles Office. She brings years of dedicated experience in representing insurance carriers and third-party administrators. She ensures that her clients receive the highest level of representation and support.
Leeron grew up in the San Fernando Valley and earned her J.D. from Southwestern Law School. Prior to law school, she attended UCLA, where she graduated with honors. When not hard at work, Leeron enjoys spending time with her family including her husband and two daughters, traveling, socializing with friends, shopping, and watching crime/murder-mystery shows.
Blake Porter
I recently rejoined Tobin Lucks LLP as the new Managing Partner of the Orange County Office to once again defend insurance carriers & employers in all aspects of the Workers’ Compensation process. Prior to rejoining Tobin Lucks after nearly a decade of service, I spent nearly two years as an Applicant’s Attorney at a boutique, but formative Applicant’s Firm where we specialized in going to Trial. This fact has allowed me to bring back a wealth of knowledge & experience from the injured worker’s side of things that gives my Clients an edge at all phases of the Workers’ Compensation process. Over the duration of my time as an Applicant’s Attorney, I represented 1,000’s of injured workers against some of the largest corporations in the world and I now get to defend those same clients to ensure that the injured worker only gets what they deserve and not a penny more. Yunna Mirolyan
With over a decade of dedicated experience in Workers' Compensation law, Yunna Mirolyan leads our Pomona office with a commitment to aggressive, client-focused representation. As a California State Bar Certified Workers' Compensation Specialist, Yunna brings a wealth of expertise and strategic insight to every case she handles.
Born in Armenia to first-generation immigrant parents, Yunna was raised in San Diego, California. Fluent in Russian, she values her multicultural background, which adds a unique depth to her personal and professional life. Her heritage instills a deep appreciation for hard work and determination—qualities she brings to her legal practice every day.

John Lamoutte
Mr. Lamoutte joined Tobin Lucks in 1994. With over 30 years of WC experience, Mr. Lamoutte is well versed in WC litigation. Prior to joining Tobin Lucks, Mr. Lamoutte learned the craft as an Applicant’s Attorney before the WCAB. He is experienced in the defense of LC Sec. 132(a) and the impact of those claims on employment issues. Since 1998 Mr. Lamoutte has functioned as the Managing Partner of our Central Coast Office. He personally handles cases before the Oxnard, Santa Barbara, and San Luis Obispo WCABs. In his personal time, Mr. Lamoutte is an avid tennis and pickleball player, actively competing in both sports.

Gregory Grinberg
Gregory Grinberg graduated from the University of California, Davis where he obtained his bachelor of arts degree in Political Science. He earned his Juris Doctorate from University of the Pacific, McGeorge School of Law, where he was in the top 26% of his class and received both the Dean’s Scholarship Award and Academic Achievement Award. Mr. Grinberg is admitted to the State Bar of California, and a Certified Specialist in Workers’ Compensation Law via The State Bar of California Board of Legal Specialization.
Mr. Grinberg represents employers and workers’ compensation insurers in all aspects of workers’ compensation defense, including defense of Labor Code section 132a claims and serious & willful petitions. Mr. Grinberg has worked with a number of large Insurers, TPAs and Self-Insured Employers in defense of workers’ compensation claims, and has successfully defended a number of large valued claims on behalf of his clients.

Brent Levine
Since 2004 senior partner Brent Levine has been defending insurance carriers, self insureds and employers, primarily complex, high damage, high risk cases in workers compensation matters. He has tried numerous cases and obtained defense verdicts in claimed catastrophic injuries including traumatic brain injuries, paraplegia and death claims. Mr. Levine also handles mass layoff/plant closure claims filings and is a go to resource for those in the insurance and administrator of claims in defense of claimed work injuries.
Mr. Levine has been an attorney since 2001 and is a certified specialist in Worker’s Compensation law by the California Lawyers Association. Prior to his work in the field of Worker’s Compensation, he was a statewide certified EMT and a manager of a large scale catering company, giving him unique insight in the medical and food service industries.
Mr. Levine is committed to volunteer work and has acted as a foster parent on numerous occasions. In his off time, he enjoys spending time with his family, travel and is a CrossFit nut.

Edwin Lucks
Mr. Lucks received his Juris Doctor degree from the UCLA School of Law in 1970. Mr. Lucks has managed the firm's civil litigation department since 1984. Mr. Lucks specializes in representing management in all areas of employment litigation and counseling including employment discrimination and harassment claims, and wrongful termination litigation. Mr. Lucks' practice includes providing mediation services to the legal.community as a member of the Alternative Dispute Resolution Panel of the Los Angeles Superior Court, through which he has mediated numerous cases throughout Southern California. He received his mediation training from the Straus Institute For Dispute Resolution at Pepperdine University and the California Academy of Mediation Professionals. Mr. Lucks is a member of the Los Angeles County Bar Association, the Defense Research Institute and the Association of Southern California Defense Counsel.
Frank Christine
Mr. Christine is a Cum Laude graduate of UCLA and received his Juris Doctor degree from UCLA School of Law in 1981. A Deputy District Attorney with the Ventura County District Attorney's office from 1981 to 1987, Mr. Christine handled hundreds of non-jury and jury trials in Municipal, Traffic and Juvenile Courts, and successfully prosecuted eight felony jury trials with a 100% conviction rate. Mr. Christine joined the firm in 1987 and became a Certified Specialist in Workers' compensation Law in 1993. Mr. Christine has spoken to a number of groups and organizations on workers' compensation law and is a member of the American Bar Association, Los Angeles County Bar Association and the Langston Bar Association.

Robert Tobin
Mr. Tobin has defended all aspects of California workers’ compensation claims since 1986, including sports law (NFL, MLB, NBA,NHL), LC 132 (a), S&W, and asbestosis. Mr.Tobin was senior examiner at major California workers’ compensation carriers from 1986 to 1992, holding certificates in claims, including PD rating, from the IEA and WCCA. After graduating from law school in 1991, Mr.Tobin was house counsel for a major California workers’ compensation carrier from 1992 to 1995, and has thereafter practiced workers’ compensation defense exclusively at Tobin Lucks. Mr. Tobin has been a Certified Specialist in workers’ compensation law since 1999.

Jeannine Arce
Ms. Arce joined the firm as an associate in 1994. Ms. Arce represents insurance carriers and self-insured employers in all phases of the defense of workers' compensation claims, including serious and willful misconduct actions and Labor Code Section 132(a) claims.

Greg Cameron
Mr. Cameron received his Juris Doctor Degree from Georgetown University in Washington D.C. Mr. Cameron works out of the Los Angeles office and is local to the region, having received his undergraduate degree from UC Santa Barbara. Mark Tobin
Mr. Tobin is a senior partner and practices in our West Hills office.
He is the oldest son of our cofounder Donald P Tobin, and has been with the firm since 2004, after 24 years of his own successful law practice. Mr. Tobin is proud to work with the sons Ryan and Brandon in our West Hills office.
Mr. Tobin is a very experienced trial attorney, and has practiced at both the Worker’s Compensation Appeals Board and has extensive experience in the Civil Superior Court system.
Mr. Tobin loves to handle all claims ,from catastrophic to back strains, and has been or currently is designated attorney for several large accounts in the airline, agricultural, staffing/PEO, and maintenance industries .
Mr. Tobin loves and continues to play guitar daily, as well as hang in his man cave with his beloved chocolate Labrador Roxie and watch the Dodgers. Mr. Tobin loves the beach and rides his boogie boards now after a lifetime of surfing, and is obsessed about his daily walk.
Sarah Flynn
Sarah M. Flynn is a senior partner with Tobin Lucks, joining the firm in 2005. Ms. Flynn is a Certified Specialist in Worker’s Compensation with the California State Bar. She has practiced in all areas of workers’ compensation law; vehemently representing insurance carriers, self-insured employers and third-party administrators during her time with Tobin Lucks.
Ms. Flynn received her Bachelor of Science in Law in 2001 and her Juris Doctor Cum Laude from Southern California Institute of Law in 2003. Prior to joining Tobin Lucks, Ms. Flynn interned with the Santa Barbara Public Defenders office. When not defending insurance carriers, self-insured employers and third-party administrators; Ms. Flynn enjoys traveling with her husband to new places, hiking with her dogs, gardening and competitive swimming.

Jessica Jorgenson
Ms. Jorgenson is a partner at our Orange County office, handling complex Workers' Compensation matters and represents employers in LC 132a and S&W claims. Ms. Jorgenson handles cases all throughout California. Ms. Jorgenson is a Certified Specialist in Workers' Compensation Law. Ms. Jorgenson graduated from The University of the Pacific, McGeorge School of Law. Ms. Jorgenson obtained her Bachelor of Arts degree from Pepperdine University-Seaver College, where she majored in Communications and has her Masters of Business Administration from University of California, Irvine. Prior to going to law school, Ms. Jorgenson had the opportunity to work for the renowned Boras Corporation, witnessing some of the biggest negotiations in professional sports contracts. While working for Scott Boras, she learned the art of listening, gathering pertinent information, preparing, and being persistent in order to negotiate settlements.
Ms. Jorgenson’s strength is to prepare every case as if it is going to trial and to look for the opportunity to settle cases most efficiently. Ms. Jorgenson has developed a specialty of researching and utilizing Applicant’s Social Media posts to impeach credibility at depositions and Trial. Some of these postings have led to Take Nothings as well as more favorable settlements.
Ms. Jorgenson is married to Brett Bitzer, they share their Newport Beach home with their dogs.

Ms. Lopez joined the firm as an associate in January 2011. Ms. Lopez graduated Magna Cum Laude from Whittier Law School in 2010, where she was a Dean's Merit Scholarship recipient, and served as the Editor-in-Chief of the Whittier Journal of Child and Family Advocacy. Ms. Lopez was admitted to practice in California in 2010. Ms. Lopez also holds a Bachelor's degree in Mass Communications from the University of South Florida. Ms. Lopez lives in Huntington Beach with her husband, who teaches in the Garden Grove School District; her daughter who attends the University of California – Irvine; her son, who attends Orange Coast College; and her little dog, Lucy. Ms. Lopez enjoys reading, hiking, road trips, and reality TV.

Since being admitted to the bar in 2011, David has dedicated his practice exclusively to Workers’ Compensation Defense and has become a Workers’ Compensation Certified Specialist. David grew up in Los Angeles and earned his Law Degree from Pepperdine School of Law. Outside of work, David finds immense joy in accompanying his daughter at adventures at Disneyland. He also enjoys relaxing with a good science fiction book with his favorite series of all time being Foundation by Isaac Asimov.

Jonathan Miller
Partner Jonathan E. Miller joined Tobin Lucks in 2014. His practice includes representing insurance carriers, third-party administrators, and self-insured employers in all areas of state workers’ compensation law. Mr. Miller also has experience in civil litigation. Recognized by the California State Bar as a Certified Specialist in Workers' Compensation, Mr. Miller has defended employer rights for his entire career.
Mr. Miller received his law degree from the University of California-Davis, King Hall School of Law. During law school he was an editor for the Journal of International Law and Policy, in addition to being a member of the National Trials Honor Board. Mr. Miller completed his undergraduate degree at Westmont College, where he graduated in 2004 with a B.A. in Economics and Business. His best weekends are spent skiing, coaching his kids sports’ teams, surfing, hiking or cheering on the Seattle Seahawks.

Sean Rivera
Sean V Rivera is a highly experienced professional in the field of workers' compensation, with a career spanning over three decades. Mr. Rivera began his journey in 1989 as a Claims Examiner at SCIF (State Compensation Insurance Fund), where he gained valuable insights into the intricacies of workers' compensation claims. Building on this foundation, Mr. Rivera later joined Fremont Compensation as a Senior Claims Examiner and later Hearing Representative.
While working at Fremont Compensation, Mr. Rivera attended law school at the University of La Verne. He successfully earned his law degree and subsequently became in-house counsel for Fremont. In 1998, Mr. Rivera embarked on a new chapter in his career by joining Tobin Lucks. Throughout his tenure with Tobin Lucks , he has continued to excel in all aspects of defense workers' compensation. His vast knowledge extends to defending serious and willful misconduct actions, as well as handling labor code 132a claims, ensuring comprehensive and robust representation for his clients.
Mr. Rivera is a Certified Specialist in Workers' Compensation Law and a member of the American Bar Association.

Mr. Jason L. Barbanell, a Partner out of our West Hills/Woodland Hills office, received his Juris Doctorate from Pepperdine Law School in 2003 and his Bachelor’s Degree in English from the University of California, Los Angeles (UCLA) in 2000. He received his B.A. from Bob Jones University and J.D. with a Certificate in Advocacy from the University of the Pacific, McGeorge School of Law. While in law school, Mr. Kelly worked as a certified law student for the Federal Public Defender and the Public Defender's Office, earning him a Superior commitment commendation for Public Service. He enjoys taking trips to the beach with his wife and their three daughters, playing computer games with friends, and singing background vocals on his church’s worship team. He has also volunteered as a mentor in a 12-step recovery program.

Joel Gross
Mr. Gross is a certified specialist in workers’ compensation law with over 10 years of experience in workers’ compensation defense. He is a graduate of the University of Maryland School of Law and received a B.A. in journalism from the University of Maryland, College Park. Prior to joining the firm, Mr. Gross worked as a Deputy City Attorney for the Los Angeles City Attorney's Office, where he prosecuted criminal misdemeanor jury trials. He also has civil litigation experience. Mr. Gross is a member of the State Bar of California.

Miles Holm
Miles Holm is an experienced litigator in Workers’ Compensation who graduated from Fresno State in 2009 with a B.S. Degree in Molecular, Cellular, and Developmental Biology and subsequent from Western State College of Law in 2013 with an emphasis in Business Law. Before starting at Tobin Lucks in 2014 he pursued various practices in patent law, contract and business litigation, and personal injury matters.
Since joining Tobin Lucks LLP Miles’ has handled a variety of matters in all aspects of Workers’ Compensation from initial referral to Trial and appeal for self-insured entities, small businesses, as well as large corporate entities.
In his spare time, Miles enjoys spending time with his family (wife and two children – girl and boy) and all things aquatic (swimming, water polo, surfing, kayaking, marine biology) and is an avid Peloton user and road cyclist. He is also an Eagle Scout and Vigil Honor Member.
Nadia Chehade
Ms. Chehade joined the firm as an associate in 2015. Prior to joining the firm, Ms. Chehade had a successful solo practice limited to criminal defense, personal injury and workers' compensation law. This vast experience has translated well into effective and aggressive advocacy for her clients. Ms. Chehade has extensive experience in all stages of litigation, from initial case evaluations, to discovery, trial and appeals. She has developed one-on-one working relationships with adjusters and employers and values a team approach to resolving issues.
She is also admitted to practice in the United States District Court for the Central District of California. She is a member of the State Bar, the AALASC and the CLA.
Ms. Chehade earned her Juris Doctorate from the University of West Los Angeles, where she was Editor of the Brief from 1994-1995, and a contributing writer from 1993-1994.
Outside of work, Ms. Chehade enjoys spending time with her family and friends, going to the gym, skiing, music, and traveling. She is an avid animal lover and advocate.
Marlene Raheb
Ms. Raheb joined the firm as an associate in March, 2016. She has been practicing management side workers' compensation law since 2002. Ms. Raheb speaks fluent Armenian. She obtained a Bachelor of Arts degree in Political Science from the University of California, Los Angeles, in 1994, and a Juris Doctorate degree from Whittier Law School in 2000.

Mr. Lee earned his Bachelor of Arts degree from Claremont McKenna College and his Juris Doctor from Loyola Law School. While at Loyola, Mr. Lee served as a Production Editor for the school's flagship law review. Mr. Lee joined as an associate in 2017, and is currently practicing in our Los Angeles office.

Mr. Arebalo earned his Juris Doctor from Thomas Jefferson School of Law. Mr. Arebalo worked as a Certified Law Student at Legal Aid Society and Carrazco Law, A.P.C. Mr. Arebalo earned his Bachelor of Arts in Political Science from Chapman University. Mr. Arebalo was admitted to the State Bar of California in 2014, and joined the firm's Santa Ana office in 2017.
Lyla Askejian
Ms. Askejian is an associate at our Inland Empire office. She received her Bachelor's degree from California State University, Northridge, in 2008 and obtained her Juris Doctor degree from Thomas Jefferson School of Law in 2012. Prior to joining Tobin Lucks in 2017, she had experience in dependency court and she was also public defender. In her free time, Ms. Askejian enjoys going to the gym and listening to podcasts (as well as her favorite artist, Taylor Swift).
Alaine Abesamis-Buscaino
Ms. Abesamis-Buscaino joined Tobin Lucks in 2017. She was part of the founding class at the University of California, Merced. She obtained her Juris Doctorate from the University of the Pacific McGeorge School of Law. When she is not working, you can find her exploring and spending quality time with her husband and children. She enjoys cooking and traveling.
Ryan Tobin
Mr. Tobin earned his B.A. in Political Science from Loyola Marymount University, and his Juris Doctor from the University of West Los Angeles. During his time in law school, Mr. Tobin received five different Witkin Awards for Academic Excellence, and graduated Cum Laude. Mr. Tobin joined the firm as an associate in November, 2018, and is currently practicing in our Los Angeles Office.
Kimberly Davidson
Ms. Davidson joined the firm in 2019 with over 25 years of workers’ compensation experience. Ms. Davidson has been named Super Lawyer in Workers’ Compensation for three years in a row. Her experience includes representing employers and insurance companies in all aspects of workers’ compensation law. She has appeared before the U.S. Court of Appeals for the Second Circuit. Prior to joining the firm, she was a partner in the Law Offices of Theofanis & Davidson. She earned her Juris Doctorate degree from Pepperdine University School of Law (Caruso School of Law) and her Bachelor of Science degree from Temple University School of Media and Communications. Her interests include outdoor activities such as skiing and hiking in Aspen Colorado with her family and visiting art museums in many locations around the world.

Laurie Brumage
Admitted to the state bar in 1989, my exclusive focus has been as defense counsel in workers compensation. My experiences include all aspects of litigation from initial evaluation of case facts and issues through appellate work to closure. I work best as a team player, joining with the carrier and the employer to create a plan that moves cases to the result desired by the team. Communication imperative in doing so is what I excel in. When not building cases to conclusion, I step out of the office and into my passion. Training young horses and participating in extreme equestrian activities, I travel the world on horseback to engage in the many exciting cultures that celebrate the freedom of going where 4 feet can take me. Recently I travelled to Mongolia to live and ride with the Eagle Hunters and the Tsataan Reindeer Herders, experiencing the wonder of such different cultures. There is nothing to stop me from saying yes to the next opportunity to explore the world.
Michael Volk
Mr. Volk is a dedicated attorney committed to providing client-focused representation. After graduating from UCLA in 2011 with cum laude honors and earning membership in Phi Beta Kappa, he went on to earn his Juris Doctor with honors from Whittier Law School in 2015. Elizabeth Batista
Ms. Batista joined our Inland Empire office as an associate in 2021. She received her B.A. degree in Psychology and Social Behavior from the University of California, Irvine and went on to earn her Juris Doctor degree from Whittier Law School, graduating cum laude. Prior to joining our firm, Ms. Batista practiced applicant's workers' compensation and social security disability. When she is not working, Ms. Batista indulges in her creative expression through nail art and enjoys spending time in nature with her family and pets, exploring local trails. She is also devoted to animal welfare and has rescued and rehomed several dogs and cats over the years.
Juan Bustos
Juan earned his Juris Doctor degree from Glendale University College of Law. He practices in both the workers’ compensation and civil forums. His primary responsibility is to represent our clients in their subrogation recovery efforts, which includes workers’ compensation and property damage subrogation cases.
When he is not recovering our client’s money, he spends his time coaching little league, watching sports, and playing video games with his kids.
Robert Katz
Mr. Katz has dedicated his entire legal career exclusively to the practice of California Workers' Compensation Law. After earning his Bachelor of Arts from The Ohio State University, the native New Yorker moved to Los Angeles and obtained his law degree from The San Fernando Valley College of Law. Mr. Katz provides a unique experience to his practice, having previously been a partner in both major leading defense and applicant law firms. Shake Ter- Gukasyan
Ms. Ter-Gukasyan joined our Inland Empire office as an associate in 2022. She is a graduate of the University of California, Los Angeles, with a double major in the areas of Political Science and Sociology. Thereafter, she obtained her Juris Doctorate from Southwestern Law School, with a focus on appellate advocacy. Ms. Ter-Gukasyan's practice has focused exclusively on Workers' Compensation defense. In her spare time, she enjoys hiking, reading, and developing her culinary skills. She is an avid traveler, enjoying scenic destinations and expanding her taste palate.
Albert Romano
Albert Romano graduated from the University of California, San Diego. He earned his Juris Doctorate from the University of San Francisco School of Law.Mr. Romano practices in all areas of Workers’ Compensation Defense (132a, Serious & Willful, Asbestos, Catastrophic Claims, Fraud, Uninsured Employers and Disability/Return to Work). He is also Certified Specialist in Workers’ Compensation Law via The State Bar of California Board of Legal Specialization.
Mr. Romano has represented numerous high deductible and self-insured employers, large corporate clients, small business and insurance companies of all sizes during his 20 years in the workers' compensation field. He has extensive experience in representing municipalities and public entities in every type of claim by safety officers, litigating presumption issues and eligibility for 4850 benefits. He specializes in closely interacting with aggressive, actively involved employers from the initiation of a claim throughout the entire handling and litigation through to eventual settlement or Trial. This includes attending regular claims reviews with employers providing advice and direction on claims, even those not yet litigated. Along the way he has handled all types of injury claims, assisted in developing, gathering evidence of, and prosecuting fraudulent claims, including assisting the local District Attorney's through criminal trial and sentencing. He has successfully represented both small and large employers in 132a and Serious & Willful claims through to Trial.
Mr. Romano tailors his litigation strategy to the needs and desires of the client, whether that is a directive for early, cost-effective resolution of a claim or drawing a line in the sand and litigating the fraudulent or malingering claim as far as necessary to achieve a take nothing. He believes in regular, responsive interactions with his clients throughout the litigation of a claim and understands the needs and desires of all types of employers and carriers. He has lectured to and been a part of seminars for employers on the interaction between workers' compensation disability and FEHA/ADA as well as other aspects of workers' compensation law that can be pitfalls for employers in California.
Mr. Romano is a member of San Francisco ICA, North Bay Workers' Compensation Association and the State Bar of California Section on Workers’ Compensation.
Carl Taber
Carleton H.A. Taber is a graduate of the University of California, Santa Cruz, where he earned a Bachelor of Arts degree in Community Studies. He then went on to obtain his Juris Doctorate from UC Hastings, College of the Law, San Francisco, CA. Mr. Taber has over 40 years of experience litigating and defending Workers’ Compensation claims in California and is a Certified Specialist in Workers’ Compensation Law through the State Bar of California Board of Legal Specialization. His experience includes representing self-insured employers, insurance carriers, public entities, and third-party administrators in all aspects of Workers’ Compensation Defense. He regularly advises and defends employers and carriers regarding reasonable accommodation compliance and overlap issues under FMLA, Cal Civil Rights Department, and Workers’ Compensation statutes.
Mr. Taber’s practice also includes, but is not limited, to Labor Code §132a, and Subrogation matters.
Mr. Taber’s notable cases include Benson v. TPMG, Inc. (2009) 170 Cal. App. 4th 1535 where he was solely responsible for overturning 3 decades of law on Apportionment and a recovery of $400,000 in subrogation arising from a mass workplace shooting.

Karen Harbinson
Karen E. Harbinson is a graduate of Pepperdine University, Malibu, CA, where she earned a Bachelor of Arts degree in English and Fine Arts. She then went on to obtain her Juris Doctorate from Golden Gate University School of Law, San Francisco.
Ms. Harbinson brings over 20 years of Workers’ Compensation experience to Tobin Lucks and represents employers, third-party administrators, self-insured employers, and insurance carriers in all aspects of Workers’ Compensation litigation and counseling before the WCAB.
Stephanie Parazo
Ms. Parazo joined the firm 2023, working from San Diego. Prior to that, she has worked exclusively in Worker's Compensation defense for over 10 years. Ms. Parazo received her B.A. from University of California San Diego, and her Juris Doctorate from University of San Diego School of Law.
Candice Green
Ms. Green joined the firm's Los Angeles office in 2023. After earning her Juris Doctorate from Case Western Reserve University, in 2019 she geared her legal education in defense for dispute resolution and intellectual property. She was the first Black Student Body President, and was heavily involved in BLSA (Black Law Student Association), Mock Trial, and the Deans Advisory Committee; and was also an LLM Mentor. She loves community, and mentoring young people. She is an avid fashion enthusiast and loves the game of pool. She currently serves as the Langston Bar Association Chair for Youth Community Outreach, and co-chair of Young Lawyers. She serves on Black Women Lawyers as the LACBA Liason (Los Angeles Bar County Association ) and is on the Executive Board of LACBA.

Ms. Osmani joined the firms Los Angeles office as an associate in 2023. She received her Bachelor of Arts in Political Science from San Jose State University in 2008 where she graduated Cum Laude and received both Pi Sigma Alpha and College Honor distinctions.
Chris Herrick
Mr. Herrick joined the Inland Empire office in 2023. He received his Bachelor’s degree in Business Administration with an emphasis in Legal Studies from California State University, Fullerton, in 2010. He went on to obtain his Juris Doctorate from Western State College of Law in 2014. During law school, he interned for a respected applicant’s attorney’s office but has dedicated his entire professional career to Workers’ Compensation defense, having experience with both in-house and private panel practice settings. Outside of work, Mr. Herrick enjoys spending time with his family and playing hockey and golf.
Brett Rouchon
Mr. Rouchon is an experienced litigator that has defended insurance carriers and employers in all phases of the workers' compensation process. Through the years, Mr. Rouchon has forged strong relationships with his clients, colleagues, and even opposing counsels. These relationships help ensure that claims are handled effectively and brought to closure efficiently. At his previous firm, Mr. Rouchon acted as Managing Attorney, which provided him with invaluable lessons on how to lead and manage a team. In addition to his work as a Defense Attorney, Mr. Rouchon has spoken as a panelist on various issues at several workers' compensation seminars/webinars.
Brandon Smith
Mr. Smith joined the firm’s West Hills office in 2023 after earning his J.D. from the Pepperdine Caruso School of Law, where he was also an editor on the Journal of Business, Entrepreneurship, and the Law. Prior to that, he earned his bachelor’s degree in finance from Western Washington University. When he is not practicing, he enjoys a number of outdoor activities, including beach volleyball, surfing, and hiking.
Brett Higby
Mr. Higby graduated from San Diego State University and then served as a Law Enforcement Officer in the United States Navy. During this time, he earned his MBA from Trident University International. After being honorably discharged from the Navy, he became a fraud investigator within the financial and healthcare sectors during law school. Mr. Higby received his Juris Doctor degree in 2009 from Purdue University Global with an academic focus in healthcare administration law. Mr. Higby earned the professional designations of Certified Fraud Examiner, Licensed Private Investigator/Qualified Manager and Project Management Professional. He was admitted the State Bar of California in 2023 and began defending California workers’ compensation claims. He has recently joined our Los Angeles Office.
Phuong Luong
Ms. Luong joined the firm as an associate in January, 2024. Ms. Luong graduated with top honors, earning the distinguished title of Valedictorian and Summa Cum Laude from Western State College of Law in 2017, where she received several merit scholarships and served as member of the school's law review. Ms. Luong was admitted to practice in California in 2018. Prior to joining the firm, she practiced as defense attorney in business litigation, contract disputes, corporate law, Workers' Compensation Applicant’s work, and Social Security Disability.
Cason White
As a second-generation attorney, Mr. White has a passion for life and zest for justice. When not involved in litigation, he enjoys the outdoors, jogging, playing tennis, and relaxing on the coast with his family. Mr. White’s legal background began as a Legal Assistant at an Applicant’s Workers’ Compensation firm in Oxnard, California from 2010 to 2020. After successful completion of the Law Apprenticeship program while studying under a former Workers’ Compensation Administrative Law Judge and passing the CA Bar, Mr. White was admitted and accepted to the California State Bar in June of 2020. Mr. White then worked as an Applicant’s Attorney representing clients in Workers’ Compensation and Family Law as a solo practitioner at his law office in Ventura, California before joining the West Hills Offices of Tobin Lucks LLP as an Associate Attorney in 2024.
Kevin Nourani
With a strong academic foundation, Kevin Nourani earned a bachelor’s degree in history from UCLA before completing his JD at Pepperdine Law. Dylan Murphy
Dylan Murphy joined the firm after an extensive career as an applicant’s attorney. He also managed his own practice in Southern California for many years. As a defense attorney, he brings insider knowledge of the applicant’s attorney’s world with regard to all phases of the workers’ compensation case including depositions, hearing and trial strategy and settlement negotiations. Mr. Murphy has extensive experience as a litigator who provides aggressive representation in all facets of the case by bringing matters to trial when necessary. Mr. Murphy also has experience with regards to the appeals process (reconsideration), UEBTF, death claims and other complex cases. At Tobin Lucks, Mr. Murphy makes it his goal that claims are adjudicated fairly and expeditiously. Mr. Murphy obtained his Juris Doctor from Roger Williams School of Law in Rhode Island where he also served as President of the Moot Court Board. Mr. Murphy has passed the California, New York and Massachusetts bar examinations. In his spare time, Mr. Murphy coaches nationally ranked youth baseball teams. He is very passionate about teaching baseball and work ethic to kids.
Alex Laubach
Mr. Laubach joined the firm in 2024, working with the San Diego and West Hills teams as an associate. After obtaining his Juris Doctorate from California Western School of Law in 2015, he began his workers’ compensation career with a focus on defending liens and med-legal/non-IBR disputes, in addition to handling Case-in-Chief defense of workers’ compensation claims. He then briefly founded a firm representing QMEs and applicants, giving him unique expertise in all sides of the workers’ compensation system. He managed an SSDI firm before returning to representing self-insured employers, insurance carriers, and public entities in all aspects of workers’ compensation, including complex claims for some of the nation’s largest medical providers. In his free time Alex enjoys many hobbies, including surfing, golf, and baseball.
David Bodnariuk
David Bodnariuk, a Worker’s Compensation Specialist, graduated from Southwestern Law School in 2007. During law school, Mr. Bodnariuk participated in and won the National Telecommunications Moot Court Competition, which led to him being the first student from Southwestern Law School to earn an internship with the Federal Communications Commission. In 2010, after a brief stint doing Civil Litigation, Mr. Bodnariuk began practicing in the specialty of Worker’s Compensation. Since exclusively focusing on worker's compensation issues, Mr. Bodnariuk has been selected to speak at Worker’s Compensation conferences and has provided training for employers and adjuster on current worker’s compensation issues. In his spare time, Mr. Bodnariuk enjoys riding roller coasters with his children, once again hiking Half Dome in Yosemite, and collecting vintage vinyl records.

Lorenzo Arteaga
Mr. Arteaga is an associate attorney in the Inland Empire office. Mr. Arteaga received his Bachelor’s Degree from Marymount California University. Mr. Arteaga obtained his Juris Doctorate from University of La Verne College of Law. Mr. Arteaga strongly believes in the importance of client communication and always focuses on trying to successfully resolve cases in the most cost-effect manner.
Prior to joining the firm, Mr. Arteaga was a hearing representative at an Applicant law firm representing injured workers. His prior experience on the applicant side has allowed him to counsel his clients on effective litigation and settlement strategies.
Mr. Arteaga has an interest in cars and looks forward to attending Cars & Coffee meetups early Sunday mornings while drinking a cup of coffee.
Melinda Crawford
Melinda Crawford attended and graduated from Cal State University Fullerton, and thereafter attended and graduated Loyola Law School with a Juris Doctor. Ms. Crawford has practiced as an attorney in the field of worker’s compensation since 2008. Before joining Tobin Lucks in 2024, she worked for a prominent law firm representing applicants until 2010. In 2010 she began defending employers and insurance carriers, working both in-house for a large insurance company for nearly a decade as well as with private defense firms. She has saved clients millions of dollars in compensation, obtained dozens of favorable trial results, and resolved claims on behalf of her clients at the many Workers Compensation Appeals Boards across the state of California.
Ajna Sharma Wilson
Ms. Sharma Wilson joined the firm in 2024. She earned her Juris Doctor degree from Hofstra University, School of Law and a Bachelor of Arts degree in International Studies and Conflict Resolution from University of California Irvine. She received her license to practice law in California (2007) and Texas (2021). Ms. Sharma Wilson has worked in law since she was 15 years old with a variety of practices including entertainment, criminal and real estate litigation. She has worked in the field of worker’s compensation as an applicant attorney and began defense work in 2016, with an emphasis on representing public agencies since 2018.
Ethan Valadez
Ethan Valadez is a dedicated workers' compensation attorney who began practicing law in early 2024. He earned his Juris Doctorate from the Ventura College of Law and holds a Bachelor of Arts in Literature from the University of California, Santa Cruz. Mr. Valadez joined Tobin Lucks in September 2024. Outside of his legal career, Ethan enjoys traveling, exploring new cuisines, and playing the piano.

Mr. Fields is an associate at our Los Angeles County office. Mr. Fields received his Bachelor's Degree from the University of Florida where he graduated Cum Laude. Mr. Fields earned his J.D. from Southwestern Law School. During law school, Mr. Fields provided pro bono legal services in the Entertainment & the Arts Legal Clinic. Mr. Fields is a member of the State Bar of CA.
Tim Louie
Tim Louie is an associate attorney in our Inland Empire office. He received his Juris Doctor degree from Western State College of Law and a Bachelor of Arts degree in Economics from the University of California, Irvine. He began his journey in workers’ compensation with an extensive stint as a claims examiner at a major insurance carrier, where he thrived, earning designation as a district rating and settlement specialist, and annually awarded the company’s highest honors for productivity, as well as excellent customer service. After transitioning into a hearing representative, settlement specialist, and eventual attorney for various applicant’s attorney firms, he litigated files for a major statewide defense firm before joining Tobin Lucks.
Tim’s unique background allows him to understand, relate to and connect with clients, having worked extensively in claims. His experience litigating as an applicant’s attorney also provides him with a unique understanding of applicant’s attorneys, which he uses to more effectively defend or settle cases.
In his free time, Tim enjoys traveling the world to experience new places and cultures, dining out in his never ending search to discover the best restaurants, and pursuing his longtime passion for photography.
Mary Jo Obbema
Ms. Obbema joined the firm’s West Hills office as an associate in 2024. Ms. Obbema received her Bachelor of Arts in Political Science with a minor in Theatre from the University of Southern California. She earned her Juris Doctor from Whittier Law School where she was a Dean’s Merit Scholar and Certified Law Student. She also worked as an intern for the Orange County Public Defender’s Office. Ms. Obbema has over six (6) years of experience in worker’s compensation, specializing in liens. Ms. Obbema is licensed in both California and Texas. While in Texas she worked as a civil litigator specializing in breach of contract, debt collection and real estate law. In her spare time, Ms. Obbema enjoys watching football and spending time with family and friends.
William Lam
Will earned his Bachelors and Masters in Communication Studies from California State University of Los Angeles and Juris Doctorate from Glendale University College of Law. Prior to joining Tobin Lucks, he worked as a Legal Assistant for a Labor and Employment Law Firm for over a decade.
While he is not working, he enjoys exercising, keeping current with societal trends, and staying up to date with technology.
